This study develops an intersectional framework for gender-sensitive urban resilience policymaking to address
structural inequalities and advance sustainable, equitable cities. A systematic literature review covering
1995–2024 was conducted using thematic analysis of 117 peer-reviewed articles sourced from Scopus, Google
Scholar, and related databases, guided by the PRISMA framework. From an initial pool of 263 studies, rigorous
inclusion criteria ensured relevance, resulting in a refined dataset for in-depth analysis. Key themes identified
include institutional factors for gender mainstreaming, gender-based urban infrastructure, equity and inclusion,
intersectional climate justice, and participatory governance. Sub-themes emphasise inclusive governance,
gender-responsive infrastructure, and intersectional considerations related to gender, race, and class. The findings reveal that women face heightened vulnerabilities in crises due to caregiving responsibilities, restricted
mobility, and unequal access to resources—conditions often exacerbated by gender-blind policies. The study
advocates transformative, feminist approaches to urban resilience grounded in intersectionality and participatory
governance. It highlights the importance of gender-responsive budgeting, inclusive infrastructure, and community engagement in advancing safety and accessibility. Furthermore, it cautions against Western-centric assumptions, urging context-sensitive policymaking that ensures global applicability. Overall, the proposed
framework offers a roadmap for inclusive and resilient urban futures, contributing to both academic discourse
and practical policymaking for sustainable cities.
